Frank holds a Master’s Degree in Public Administration and a Bachelor’s Degree in Political Science from Seton Hall University. He is also certified as a Qualified Purchasing Agent (QPA) and Registered Municipal Clerk (RMC), reflecting his comprehensive expertise in public administration and governance.
